Failure Code for Applying MS02-067 Q331866

This patch keeps failing on our machine with the following
failure code: 0x000004ec. The Event Log complains about
a Local Security Policy restricting the installation of
olk1005.exe.

Can you help us understand why we are getting this update
failure code. We do not have Software Restrictions on our
Local Security Policy. Thanks :)
