Failure to open a local web with FP

I am running Win XP Pro with IIS and FP extensions (2002) installed.
Any attempt to open a local web creates a pop-up error and an event
warning.

The FP pop up says:
"The web server "http://localhost" does not appear to have the
FrontPage server extensions installed."

The event warning:

Event Type: Warning
Event Source: W3SVC
Event Category: None
Event ID: 36
Date: 4/16/2006
Time: 10:25:41 PM
User: N/A
Computer: JIMHOME
Description:
The server failed to load application '/LM/W3SVC'. The error was 'The
specified metadata was not found.
'.

I have un-installed IIS completely, re-installed and re-installed FP
extensions but still can't create or publish to my local server.

I can create and publish to external servers, both on the Internet and
on my local net but not to my specific local machine.

I know this used to work but I don't understand the event error
message.

Any help would be appreciated as it is inconvient to only use an
external server.

See what happens if you use http://127.0.0.1 instead of localhost.

It comes back with the same error except local host is replaced with
the 127.0.0.1 IP.

Try opening the IIS MMC and the FP SE from there to run a FP SE health check
