Favorites do not stick

OUTLOOK 2003, Vista Home Premium
Folders dragged to Favorites do not stick across sessions. In XP they
do, but not on this Vista machine.
Is there a fix?
Does OUTLOOK 2007 work?

After closing outlook, verify its closed in Task Manager. if it is, make a
new profile - the file that holds the folder customizations is corrupt and
the best fix is a new profile.
