I just upgraded to Office 2003 and I can no longer select
for "Favorites" when using the File Open dialog. I have
always put shortcuts to my most commonly used folders here
and now I can access them. Is there a way to put
Favorites back in as one of the choice along with Desktop,
My Documents, etc.

You can add the Favorites button back into the Open dialog box. It is done here in the registy:

HKEY_Current_User\Software\Microsoft\Office\11.0\Common\Open Find\Places\StandardPlaces lists the standard places that come with Office 2003.

HKEY_Current_User\Software\Microsoft\Office\11.0\Common\Open Find\Places\UserDefinedPlaces\ can contain your own places. So you can add a Place1 folder and then add a Name and Path to the local favorites folder.
