The same way you would any other DL.
File > New > Distribution List
Add the fax recipient numbers from the Select Members dialog.
One must wonder what you intend to do with this list since any fax software
that can integrate with Outlook does not support sending to multiple
recipients. Sound like an exercise in futility to me.
