Fax Wizard partly disabled

If I go to Templates in Word 2003, select the Fax Wizard and click Next,
everything is disabled except for "The following document" which has a
drop-down box with the open files. If I don't have an open file, and click
the first Next button, it just opens a new document. In other words, "With a
cover sheet" is disabled, "Without a cover sheet" is selected but disabled,
and "Just a cover sheet with a note" is disabled. I check Add/Remove Programs
and found that everything for Office is set to Run from this Computer. Did I
screw something up?
