Is your modem fax compatible?
Will it receive calls as well as send?
Did you get any fax management software with the PC/modem?

There is a Knowledge base article about setting Outlook 2000 up to receive FAXs. It worked with Outlook 2002 and I assume it will work with Outlook 2003. The idea is that you set the FAX service up so that it starts using your User (MAPI) profile not LocalSystem.
