Feedback form is unreliable

I know that this one has been in the forum a bunch of times. Here it is
again.

Problem:
Sometimes the feedback form works and sometimes it generates "FrontPage
Error. Please report details...\please see the server's app event log for
more details'.

Details:
Web server is hosted on a Win2k3 machine.
Web site was created on another machine with FP2003.
It is the standard feedback form with the exception that the feedback form
also emails the feedback. Sometimes it works. Sometimes it doesn't.
There isn't anything in the event viewer's application log. Is there
something that is supposed to enable web logs?

The normal reason for a complete failure is, of course, one of the many
permissions is not set right. Since the feedback form works sometimes, it
would seem unlikely that the problem is permissions but I'll be darned if I
can think of a better suspect. Can someone tell me the entire list of places
that have to be touched and permissions granted? I'm a programmer, not a sys
admin so there's an awful lot of terminology and what not that I don't know.

Sometimes what doesn't work, the form itself, sending email or writing to a file?

That's a good question. I know that the email doesn't get sent but it is not
clear if that is because there was a failure in writing to the file or
sending the email. The next time that I personally run across this I'll
check the database file. Otherwise, there's no real way to tell at this time
since the error message itself gives no indication and the event log has
nothing in it.
