Feedback form never makes it to intended address

I'm hoping for some help to settle a debate I've been having with
one of my clients. As a web developer I've been updated their site
for years. Recently they switched ISPs going from a named service to a
guy who's running everything from his basement. At any rate, after
the switch their on-line bidding system (user fills in data on a page
and it gets submitted to a defined email address, i.e. basically a
feedback form) stopped working. It sends a bid submission successful
page back to the user, but doesn't send the bid to the intended
address. Basically, the system will deliver to any email address
except the company's email. So if the company is XYZCorp.com and you
configure the bid submission page to send to (e-mail address removed) or
(e-mail address removed) the bids never show up in either inbox, but if you
configure the bid submission page to send to (e-mail address removed) the bid
WILL show up in the joe's inbox. The system was originally written
with Front Page extensions, but I rewrote it with CGIForm with the same
effect.

The new, cheaper ISP is running spamassassin and I've whitelisted
xzycorp.com, yet the problem remains. Also, he has the whole company
using Norton Anti-virus... don't know if that would stop incoming
email generated by a site. Has anyone run into this problem and is
there a solution? To make matters worse the new ISP is telling my
client that's it's a problem I've created even tho I've
presented my case clearly (worked with old ISP, doesn't work with new
ISP, no changes to the bid code).

Any help would be greatly appreciated.
