Field colour change

This time I am after something I have seen on the interent, not sure if it
can be done, but I thought I'd ask.

When a user is entering data into a form, when the cursor is hovering over a
field that requires data or the user tabs to a field that requires data, the
field changes colour to show the active box.

Can this be done?

Yes. On Mouse Mouse. It will be a pain to program(because you have to turn
it off, as well as on), but it can be accomplished.
