Fields missing from Issues List

Hi, we recently migrated from PS 2003 to 2007. We have custome templates for
both issues and risks. Although Risks appears to be fine..like how it was in
2003...in Issues..all fields are visible in the views but when I try to
create a new item it only shows me some fields not the custom fields that we
created in the template. It shows the custom fields in the risks list..I am
not sure why this is happening..any ideas ?
