A conflict, in this sense, means a file timestamped on the
server differently than expected.
Suppose, for example, that you publish a certain file from
your local site at 8:00, then directly modify it on the
server at 9:00, then try publishing it again from your
local site at 10:00. A conflict arises because FrontPage
expects the server version to be 8:00.
To resolve such conflicts, pick the file version you want
and publish it to the other Web.
