"File in use by another user" - but it isn't

Occasionally I get this message, which means that I cannot
modify the file in question. I have to create a new file
and the old one never goes away. Word also leaves .tmp
files in my directories which are locked and cannot be
erased, moved, or re-set to read/write (actually, their
property does NOT show as read-only, but Word still refuses
to budge).
This is an error ... the files in question are not in use
or open, it's just that Word won't agree. I know that if I
could erase the .tmp files things would probably sort out.
Isthere a fix for this problem? Tks
