file/insert menus not dropping down in Word 2003

I've tried repairing, reinstalling and reset the toolbar, but to no avail.
No other office apps are affected. When I click on the file or insert menu,
nothing happens. Other menu items work fine. File menu is unavaiable with
or without a file open.

Try deleting the Toolbars value in the Word data key as described
in http://word.mvps.org/FAQs/AppErrors/MissingMenusEtc.htm .
