File locked

I have a FP web with a sub folder /pdfs/ - that folder has a file in it
that seems to be locked. I have tried stopping/starting the web service
as well as a resetting IIS but for some reason I can not modify/delete
the file. Any ideas? I tried FileMon to find out what's using it but
nothing showed.

How is this related to FP? However, this does happen and the only option is to reformat, but you
might want to post this to the Windows or IIS newsgroup.

Because I'm using FrontPage to maintain the site ...

Yes, I thought about posting to IIS group too but when they see
FrontPage someone will freak out and tell me to post here ...

Reformat? What?

I don't see reformatting as necessary. Check the file system settings on the
file. It may have been inadvertently set to "read only." Also, check the
file system permissions. That may have been changed inadvertently as well.

Sometimes, a file is locked because a program opened it and didn't close it.
Rebooting the machine will almost always fix that.

I have a site currently hosted where there is a single file (currently the file has 0 bytes) in a
folder, that can not be delete. The web host has tried everything short deleting the web account and
reformatting the HD. As a workaround, I just do not use that folder.

The file was locked by Index Server... after stopping index server I
was able to remove the file. All is good once again.

Great!!!

Ok, in my case Index Server is not installed on the server.

If it is on your local PC open Windows in Safe mode (F8 on system restart) and try browsing to it to delete it
A file being locked (in use) indicates a broader problem
Since it is a PDF try uninstalling Adobe acrobat reader, delete the file and then reinstall Adobe
(there is a setting in AR to allow scripts to run which you should turn off)
