File '~' on desktop

We have the XP home edition and OE6. There is a file with the name
'~' constantly being placed onto the desktop. It appears to contain
the Outlook address data.

We have done a virus scan using Norton AV 2003, with current vius
definitions, and found no viruses.

Any idea why this is happening, and what can be done to stop this dump
from happening?

This newsgroup is for support of Outlook 97, 98, 2000, 2002 & 2003 from the
Office family for Windows PCs. For Outlook Express (OE) support try posting
in one of these newsgroups:
microsoft.public.inetexplorer.ie4.outlookexpress for OE 4.x
microsoft.public.windows.inetexplorer.ie5.outlookexpress for OE 5.x
microsoft.public.windows.inetexplorer.ie55.outlookexpress for OE 5.5x
microsoft.public.windows.inetexplorer.ie6_outlookexpress for OE 6.x
microsoft.public.internet.mail.mac for the Macintosh version of OE

If those groups aren't carried on the news server that's carrying this group
try using msnews.microsoft.com (MS's public news server that's the source
for all the microsoft.public newsgroups).

Also a good source of Outlook Express info can be found here:

don't worry this is an OE litle bug
you can't avoid it, i appears after exiting OE, can appear at any place of
your HD, u can delete it

Not only can it appear on your HD, but if you are connected to a server, it
can end up there, as well.

I have these little 'buggers' on every drive I have (12 counting LAN) and
all with different dates.

It seems to be dropped into the directory you last used prior to your
AddressBook update.
