file open dialog box

In Office 2000, the "open file" dialog box always displayed the subfolders at
the top of the window, and files below. My office 2003 configuration shows
the files on top and the subfolders below (regardless of sort). How do I
configure to show the subfolders on top?

I apologize for the cross post, but I received no response to my 4/7 post to
"office general."
