Leave Outlook open when you want to use the Send To feature.

Post all replies to the group to keep the discussion intact. Due to
the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.
After searching google.groups.com and finding no answer, gobanion asked:

||| Hi, Milly, I tried this with Outlook open after your question (Is
||| Outlook open when you try this?) and it worked multiple times. Then
||| I closed Outlook and tried it and got the same error (Microsoft
||| Office Outlook, The operation failed). I then reopened Outlook and
||| tried the Send to Mail Recipient feature several times with several
||| files and just kept getting the error until I restart, and open
||| Outlook before I use the Send To feature. It seems once I get the
||| error I have to restart to reset it. Any more advice? Thanks Gregg
