File shows locked and opens as Read Only

When one of our users tries to open an Excel spreadsheet,
it indicates the file is locked by another user and will
only open as 'Read Only'.

I went to the folder where the file is stored and there
was a temp file which I deleted but it still shows as
locked & opens as 'Read Only'. Has anyone seen this
before and knows a resolution? Thanks, Katherine
