I think WSS 3.0 is the same as MOSS, ie 2GB.

It's whatever size has been set in central admin for the web app. I believe
the default is 50MB. You can change this at Central Admin/App Management/Web
Application General Settings. I'd be cautious of increasing this above 50MB
as it may have a severe impact on the performance of your SQL server.

They're stored all over the database(s). What are you specifically looking
for and please confirm that 2007 is the version you are using.
