Fill picture with colour

I have drawn a picture using lines and ovals. When copied into MSPaint I can
fill the people in with colour. After saving the resulting picture and
copying and pasting it back into Publisher the fill does not show.
I also need to use this picture without a frame around it so I can
superimpose it on a background. The background is red the characters in the
picture need to be white.

Why are you copying into Paint? Are you drawing the picture in Publisher? Can
you not use the fill feature in Publisher?
If you are trying to achieve a transparent background use the .png extension.
Better yet use a better program to edit your creation.
