Fill Shapes - Layers Visio 2007

Can someone please explain this please. I have created shapes and layers. I
assigned the shapes to specific layers and even added layer colors to see
where the shapes were located.

Q - Why can I not fill these shapes in with color? I can move, connect,
change line thickness but no colors.

Please help me understand. Thanks

This is one of those "features" of Visio. So, you would expect the layer
assignment to force the line and fill colors, and, Visio does that! But, not
the way you expect. Assigning a layer color, e.g., blue, forces the shapes
on that layer to have a line color blue, and sets the fill to white. Turning
the layer color off, restores the shapes orginal colors. Whether or not you
assign the layer a color, all other layer features still work.
