Go to Insert > Picture > New Drawing > Insert > WordArt > Choose WordArt >
Click OK > Enter Text > Click Ok > Right Click on WordArt > Format Autoshape

Colors and Lines > Change Fill Color to Fill Effects > Picture Tab >

Select Picture > Browse to Picture and click OK all the way back out until
you get to the Publisher Publication.
