Filter By Form

Hello, I'm trying to use the Filter By Form selection and
whenever I try to use it on certain text boxes, it only
gives me the option of Is Null or Is Not Null. What I
would like to see is the values that are within the text
boxes. What am I doing wrong?

That field needs to be based upon a lookup table, instead
of being just an entry field.
