Filter causing 0x80040119 error message

I have a number of users that receive a Sending' reported error (0x80040119)
: 'Unknown Error 0x80040119' when trying to send email with certain subject
lines like "network diagram" If I change the subject to "network suggestion"
the email will go through. The diagram seems to be the biggest culprit. And
it only seems to hang up on email address in the same domain as the sender.

I've turned off Junk email filtering in Outlook, but that didn’t help. I’m
pretty sure it isn’t server side because it doesn't even attempt to
communicate with the server as I checked the server logs and don't even see a
connection attempt from the client.
