Filter View based on field in a reoccurring group

I will try to explain this the best way I can.. but its complicated to
explain, I hope i get it right the first time.

Project Goal:
I am creating a help desk system. Not too complicated, but enough
where it meets our needs. I have the ticket broken down in three
sections.
1. Basic Data: Ticket Number, Date Created, Priority, and user login
id.
This area is non repeating
2. Customer Info: Name, phone, section, bldg, floor, and room number
This area is non repeating
3. Problem Details: - this is repeating. with details like:
Computer Name, network, status, assigned to, summary of problem, and
detailed description of issue etc. Customers can add more than one
issue per ticket. This is a common thing for us. Mostly because it
just keeps it easier for the user - so they dont have to submit more
than one ticket for the same PC or issue. And.. its very possible
that when a ticket contains more than one issue that each issue gets
assigned to a different section or technician.

The Requirement:
When i use a view in sharepoint to view the data submitted data.. I
wanna see the entries grouped first by section and then buy status
BUT (and this is the catch) if a ticket has more than one issue
associated wtih it (repeated section), I should see the same ticket in
each section that the sections have an issue associated with it. IE.
If i have a user who submits one ticket with two issues on it, one for
requesting help with a software malfuction - this gets assigned to
the help desk, and another issue pertaining ot a hardware issue - so
it gets assigned to our contractor that deals with hardware then this
ticket shoudl be listed under two sections. One for 'Harware' and the
other section 'Helpdesk'.

Each section (that issues get assigned to) have its own distrobution
list for notifing (emailing).

Problem:
I cant get the the views to filter based on these fields within the
repeating section.. how do i do that?

Using Inofpath, designer and sharepoint 2007

I hope i didnt make this all confusing and I would appreciate any
assist..

Thanks.
