Find all over and under allocated resources across allprojects

HI,

I need to create a program using project server PSI.

My requirement is to find resources across all projects who are either underallocated or over allocated. The timescale view i want is month wise. The columns i want are Resource name, overallocated hours, Month.

I dont have any clue on how i can go ahead about this..
help!!
