Finding the administrative project template in 2003

I can't find the administrative project template. Everything I read, Microsoft and non-microsoft states it show be in Enterprise Templates when you create a new project. Not for us, do you have to get this from somewhere, I checked the ms website with no luck

When you click File - New - On My Computer, can you actually see the
Enterprise Templates tab in the Templates dialog box? Let me know.

I had a similar problem with the Admin template when I installed from
a Beta release copy of PS2003. It would be worth making sure you have
production release 2003 software.

Yes,
You see the Enterprise Tab, just nothing there.

FYI, we have GA version, not a Beta version installed.
