First layer runs off bottom of page in Preview-Frontpage??

[Nineteenth Century Lady]

We set layer properties, then added tables and text. But the layers had to
be stretched down to allow room for extra information. Now our 1st layer (we
have 2 on each page of website) keeps going at the bottom of the page. This
only happens in Preview or Preview in Browser. We have been trying ALL
different settings, etc. to prevent this from happening, but to no avail!
Please HELP!
