First Step:Download

I feel incredibly stupid, but I cannot find out how to
download front page express to Windows 98 2nd edition. I
thought it was a free download at microsoft site. I
cannot figure out how to download it. I cannot even find
the place to download it from. Please help and then I will
bother you with all my additional problems in setting up
web page. Have previously used Netscape composer, which
was super easy, but suddenly it would not publish (server
not responding)??
