Fix an office window permanently on top

I'm using Windows XP and want to fix an office window (e.g. an Excel sheet)
permanently on top. How can I manage to have always one of my office
applications "first in the row", even when it is not the active window?

wouldn't that make it a bit difficult to use any other programs?
