Fix picture inserts when paragraph set to Exactly

When I have a paragraph set to exactly (instead of single or double spaced),
upon inserting a picture, said picture is behind the text even though my
default is set to In Line With Text. Is this a bug in word? I need a good
workaround because our corporate style is an exactly spaced format.

When your line height is set to an exact amount, you get only as much of the
picture as will fit in that space. The rest of the picture isn't (or
shouldn't be) Behind Text but just cut off, the same as oversized text would
be. Set the line height to Single, and you'll get the whole picture.
