Flagging messages for recipients

The organization I work for uses Outlook 2007 on an Exchange server.

If I wanted to flag a message for a recipient outside our Exchange network,
would this work?

Or, if they are outside our Exchange, but have Outlook 2003 or 2007, would
it at least work for them?

if they have outlook, it will work. They can use rules to strip the flag
though- and if you do it often, may be irritated with you.
