Flags don't migrate from OneNote 11 to 12

Just Installed OneNote 12 and had it convert my Notebook files, but my flags
did not migrate. Also tried copying preferences.dat from OnteNote 11 to
C:\Documents and Settings\<yourname>\Application Data\Microsoft\OneNote\12.0
\preferences.dat but it overwrites. Is this a bug?

My flags work and sort fine in Note Flag Summary, and can be added to the
Flag list with a right click "Add To My Note Flags", but is there a way to
have OneNote 12 search and add automatically?
