Flags on Other Mailboxes

I just received a call from a customer who is unable to use flags while in
another persons email account that she has rightful access to. I tested that
on my system as I too have other emailboxes and it really does not work. You
click the flag and nothing happens. You can see all the flag choices but
after you choose one, nothing happens.

Why is this happening?

I figured it out, It has to do with the level of rights a person has been
grnated. If you are just a reviewer then you are unable to utilize the flags!
