Flags on sent email in Outlook 2003

When I send an emal (Outlook 2003) I can choose to flag
the item. However I cannot select a 'coloured' flag and
therefore it does not appear in the Search folder for
this. However, once the mail is in the Sent Folder I can
edit it and select a flag. Is it possible to do this
while I am writing the email?
