Flash file controls

I would like to start up a flash file in a separate window.

This works OK

<p align="center"><b><a href="PICT0002.swf" >

I don't want it to loop forever, but this doesn't work.

<p align="center"><b><a href="PICT0002.swf" loop="false">

How can I do this without using the embed object construct?
