floating pictures in MS Word 2003

I am having trouble changing the layout of my pictures in a text box so that
they are floating. The options in the 'layout' tab are grayed out and will
not allow me to change them. I read an earlier post about deleting registry
keys - tried that but did not work. I think it is something set on the
picture or in the text box.

Need help!

Everything inserted inside a text box must be inline with text, but you
can format the text box itself as floating.
