Floating toolbars disabled?

I am unable to 'float' a toolbar from the taskbar. (including QuickLaunch).
The taskbar is not locked. This started after I installed Office 2003.
When I do try to 'drag and drop' the quicklaunch toolbar (or any other
toolbar on the taskbar), I sed the gray box next to my mouse pointer, as if
it is going to try and move the toolbar to the desktop. But when I release
the mouse, nothing happens and the toolbar remains on the taskbar.

Does anyone have any idea why this may be happening?
I posted in windowsxp.general as well but got no replies.
