Folder list display order

Everyone in this office has a "Hummingbird DM" folder that is supposed to be
at the top of the folder list view. Below that is supposed to be the
person's "outlook today" and below that are all the other people's mail
folders they have added to their folder view. At the bottom is supposed to
be "Public Folders."

Right now, half of the people in the office have the folder list set up the
proper way. This is how we would like it to be so everyone has it set the
same way for training purposes and for "how to" screenshots. Some people in
the office have received new PCs and now when they view their folder list,
the list is in alphabetical order.

I need to know how to re-order the public folder folder list. If I try to
drag a folder I get a "Can't move the items" error message because it is a
special folder.
