In Outlook 2003 whenever you click on contacts you have to hit Ctrl 6 to get
an expanded folder view. Is there any way to get Outlook to always show the
folder view expanded?

If this is a grouped table view you're looking at, you can go to View |
Arrange By | Current View | Customize Current View, click the Group By
button, and choose your preference in the Expand/Collapse Defaults dropdown
box.

Actually I am talking about the left screen that has them listed, they are
not if folder form unless you click Ctrl 6 then it groups them like in say
windows explorer, otherwise it is just a list of the folders. I would like
it to come up expanded whenever I click on contacts.

I'm not sure if I'm seeing the same thing you're seeing. When I click the
Contacts button in the Navigation Pane, I get my list of contact folders
under "My Contacts" - they are not in a nested "tree" like in Windows
Explorer; it is just a simple list of my various contact folders.
Underneath "My Contacts", with the heading "Current View", I have chosen to
show the list of available views. Now, if I hit CTRL+6, Outlook 2003 brings
up the Folder List view, which is all folders, not just Contact folders.
They are two completely different views. I am not sure what you are trying
to expand when you click the Contacts button -- there's really nothing to
expand in that list. If you'd rather just see the complete Folder List
every time, click the Folder List button on the Navigation Pane, instead of
clicking Contacts, or Mail, or whatever.

Is there any way to make folder list the permanent view, so that everything
you click comes up in that view?

If you're in the Folder List view when you shut down Outlook, it should
bring up the Folder List view when you start Outlook the next time. You can
also remove all the buttons from the Navigation Pane if you don't want to
switch out of Folder List view at all (or you can just shrink the amount of
screen real estate the extra buttons take up).
