Fomr flashes when moving mouse over unassociated labels

I have a form with some labels which are not associated with any
controls and when the mouse moves over the labels the form appears
to redraw itself. Doesn't happen with labels which are associated with
controls. There are no mouseover events programmed for anything
on the form

I am running Access 2003 and windows XP pro
A colleague also runs Access 2003 and XP pro and has exactly the
same problem.

Any ideas ?
