font button uder stationery and fonts is disabled

Why would the FONTS and STATIONERY PICKER under Tools | Options | Mail
Format, be disabled? I ran detect and repair. The user permissions appear
to be correct - power user on the domain, local admin on the PC.

Outlook 2000 as a local install on this PC. The PC is part of a network.
Our email is POP3/SMTP. We do not use Exchange.
