Font Problem in Outlook 2002/XP Under Windows XP Pro

For reasons I can't explain, whenever I receive e-mail that is NOT in HTML format, I have to go through more trouble than I'd like to in order to REPLY in HTML format, even though I have checked Always use my fonts on the Outlook 2002/XP E-Mail setup. How can I get Outlook 2002/XP to always automatically reply to all incoming e-mail in HTML format regardless what format it arrives in?

3rd party tool maybe? Outlook replies in the format the message was
received.

Your recipients are probably glad it doesn't. I send all of my e-mail
in plain text for a reason, I personally don't want html mail in
return.
