Outlook 2002 "XP" slow on getting incoming emails on XP Pro

I'm running 2000 DC and Exchange 2003 installed on 2003 sever R2 as a member
server fully patch. A 2000 pro computer with outlook XP "2002" and a Xp pro
computer with outlook xp "2002". I have them all fully patched with security
updates for the operating systems, and only have office xp "2002" sp3
installed on the machines. I have the computers sitting side by side and when
I send an email from another account like hotmail, I would get the email on
the 2000 pro computer in a second, but the Xp pro computer would take a
couple of minutes. It's happening to some users that it takes 20 min to an
hour to get one. The funny thing is, once I close outlook on the XP pro
computer and open it up again, the email is there. So I think it some refresh
setting, but can't seam to find anything about that. Anybody else have a
problem?
