footer art is ghosted until I dbl click on it, how do I fix this?

when I open my word doc, the footer text and art is ghosted out like it is
50% opacity, but when I double click the footer, it looks normal and full of
color. I click print previw and the text looks ok but the image is the
same.... how do I correct this issue? Thank you

No correction is involved; this is by design. When you are working in the
document story, the header/footer story is dimmed and vice versa.
