Footnote errors in Word 2002

If I move or delete a footnote (by moving or deleting the reference mark),
this results in a gap in the footnote number sequence. Apparently the
document still retains a memory of the original number of the footnote that
was moved or deleted.
How can I get it to completely wipe out the memory of the old number? How
can I make it completely renumber all the footnotes?

Where are you deleting the reference number? In the footnote itself or
in the main body of the document? The latter is required if the note
should be properly deleted. Note, if this is what you are doing, and
it still doesn't work, are you sure that the footnotes were created
via Insert | Reference | Footnote?

Yes I am doing it correctly.
- Deleting the reference number in the text, using the delete key.
- Moving the reference number in the normal view.
- Creating the footnote with insert-->reference-->footnote

I tried some of the things in the referenced document on a copy of the
corrupt document. Steps 2 and 3 don't fix the footnote problem. Step 4 seems
to fix it but at the cost of losing all the paragraph formatting. I did not
see how to identify section breaks, so I deleted all the paragraph marks,
thereby losing most of the formatting. The document says "delete any Section
Breaks using Find and Replace, then Select all...". I don't see how to
identify section breaks using Find and Replace. Please explain.

To see section breaks and other nonprinting marks, click the ¶ button
on the Standard toolbar. (For more, see
http://word.mvps.org/faqs/formatting/NonPrintChars.htm.) Note
that section breaks are easier to see in Normal view.

Using the Find and Replace dialog box, you can find and delete the
section breaks as follows: type ^b in the "Find what" box and make
sure the "Replace with" box is empty. Then click Replace All.
