If you select the footnote number and go to Format > Font,
you can select the size you need. Then select the text in
the note and go to Format > Font to change the font size
to 9pt.
If you need to do this on the regular basis, you might
want to create 2 styles (one for the footnote number and
one for the footnote text size) that you can apply later.
To Create a Style Using the Styles and Formatting Task Pane
Click Format > Styles and Formatting to open the Styles
and Formatting task pane.
On the Styles and Formatting task pane, click New Style.
In the Name dialog box, type a new style name.
In the Style type drop-down list, select Paragraph,
Character, Table or List style.
In the Style based on drop-down list, select the style on
which you want to base this new style.
Click Format to select the desired fonts, tabs, borders,
and other formatting.
Click OK.
