Footnote questions on Office 97

We use word 97.

I have two questions about formatting footnotes.

Personal is doing an employment handbook. The booklet has several
sections. Page numbering is no big deal but they have some special
requests that I really dont know how to do.
I have been reading about the page numbering with Chapter numbers
listed with the Page numbers. eg 1-1 1-2 1-3 . 1- being chapter one
followed by the Page number. It says the way to do this is to make the
a title (or I asume anything on the first page of each chapter) a
"header 1" Format style, I think, (at lest that's what I have chosen
in the little dialog box) I tried this but it does not seem to work. I
get the numbering 1,2,3 for the page numbers but the chapter seems
empty. How can I add some defining system for preceding the page number
in the footer. What we actually want if life were perfect is each
chapter labelled as follows, I-1 I-2 etc II-1 II-2 etc III-1 III-2 etc.
In other words have each chapter Roman numerals for the Chapter
Headings.

My second problem is that what I want to is have some pages Numbered as
above but some addendum pages with dot's eg. I- 20.1, I-20.2 I-20.3 We
don't even mind entering these in manually but of course when you add
in a in the footer it copies it to all the other pages as well. So you
can't customise the footer.
