Forbidden - no access to forum_post.htm on server

Hello there. Trying to debug a Discussion Web problem and would like any
advice you could give. Running FP 2003 with FPSE 2002 locally.

I have webspace with Comcast and have designed a website that now includes a
Discussion Forum. My website is http://home.comcast.net/~robertmclure.
Click on the Stock Talk Forum page to get to the Discussion welcome page.
The page will come up just fine, but when I click on Post Article, I get the
following:

Forbidden
You do not have permission to access
/~robertmclure/_vti_bin/shtml.exe/forum_post.htm on this server.
Apache/1.3.27 Server at home.comcast.net Port 80

I also get a local error when I try to test it locally on my machine at
http://localhost, with an indication that I should see the server's
application event log for more details. So, I have the following questions:

1. where are the server's application event logs locally on my machine?
2. is this a permission issue that Comcast would have to change?
3. Comcast indicates that they support the server-based Frontpage features
that include Discussion Form Handler (disk based discussion webs), what does
this mean?
